British Columbia offers numerous provincial immigration programs for professionals seeking Canadian permanent residence and settling in the province. Each BC PNP Program has specific language proficiency requirements for candidates to integrate and function well in Canadian society. In this provincial immigration guide, we will go over the BC PNP Language Requirements for each stream.

What Types of Language Tests are Accepted?

The BC PNP accepts the following types of language proficiency tests:

Note that your language test results must be less than two years old to be valid. Depending on the stream, you will need to submit these test results when you are filing your initial BC PNP application or after you have been selected.

Program Language Requirement
Skills Immigration (NOC TEER 2, 3, 4, or 5) CLB 4
Skills Immigration (NOC TEER 0 or 1) No specific requirement
Federal Skilled Worker CLB 7
Federal Skilled Trades CLB 4 (Writing/Reading), CLB 5 (Listening/Speaking)
Canadian Experience Class (NOC TEER 0 or 1) CLB 7
Canadian Experience Class (NOC TEER 2 or 3) CLB 5
BC PNP Entrepreneur Base Category CLB 4
BC PNP Regional Pilot Program CLB 4

Language Test Result Conversions

In some cases, you may be required to convert your language test results to determine what the CLB score is. An example of the test results you would need to score CLB 4 is shown for each test type in the following table:

  Listening Reading Writing Speaking
IELTS 4.5 3.5 4.0 4.0
CELPIP 4 4 4 4
TCF 331 342 4 4
TEF 145 121 181 181

The validity of test results is two years from the date of issuing. Suppose a minimum level of language competence is required for your application. In that case, your test results must also be valid when you submit your application to obtain registration points for your test results.

      Hi Hassan
I have the same situation. I received BC nomination for Skilled immigration under international post-graduate and now I am applying online through IRCC portal (through the nonexpress entry stream) and I see language requirement on the list. Did you find out whether it is required or not? because as per the BC website since international post-graduate doesn’t require a job offer, proof of english requirement is not needed. Did you hear a clarification on the matter? please let me know
