Permanent Residence (PR) Programs in Canada for Caregivers
Considering the growing caregiver demand, the Government of Canada allows foreign caregivers to work and live permanently in Canada. The following is a summary of the permanent residency (PR) programmes that carers can use to immigrate to Canada:
Home Child Care Provider Pilot (HCCP) and Home Support Worker Pilot (HSWP)
There are two eligibility criteria for these pilot programs:
- Gaining Experience: This category requires a valid full-time job offer from a Canadian employer1. The job must be in a private home where the care will be provided to a child or children or high medical needs patient(s). The applicant must have education, training, or experience in the same occupation (Home Child Care Provider (NOC 44100) or Home Support Worker (NOC 44101)) under which they are applying.
- Direct to Permanent Residence: The criteria for this category are similar to the Gaining Experience category, but the applicant must have work experience in Canada as either a Home Child Care provider or a Home Support Worker.
As of April 30, 2023, there have been changes to these pilots. Now, you only need 12 months of qualifying work experience instead of 24 months.
Caregiver Visa Intake Cap and Processing Cap
The application caps for 2024 are as follows:
Home Support Worker Pilot
- Gaining experience category: 1,650 applications
- Direct to permanent residence category: 1,100 applications
Home Child Care Provider Pilot
- Gaining experience category: 1,650 applications (including 1,500 online applications).
- Direct to permanent residence category: 1,100 applications (including 1,000 online applications).
The only variation between the two pilots regarding eligibility requirements and the application process is the NOC category of your work experience. The eligibility criteria and application process are similar for both programs.
