Eligibility Requirements for Manitoba International Education Stream
The Manitoba Provincial Nominee Program (MPNP) has been a success story. It gives multiple immigration pathways that enable deserving and eligible foreign nationals to become Canadian permanent residents. The programs target candidates who will benefit the province, be a part of an active labour force and contribute to the community and economy of the province.
There are primarily four main categories:
- Skilled Worker Stream
- International Education Stream (IES)
- Business Investor Stream (BIS)
1. MPNP Skilled Worker Stream
This stream targets foreign workers in Manitoba who are locally based and intend to settle in the province. The stream looks for people with the necessary skills to contribute to the local labour market and allows them to receive permanent resident status in the province.

The stream aims to give opportunities to Manitoba graduates who can actively contribute to the labour market. There are three pathways under the International Education Stream (IES):
- Career Employment Pathway

- International Student Entrepreneur Pilot
3. MPNP Business Investor Stream
The pathway allows eligible business investors and entrepreneurs from around the world who can begin businesses in Manitoba. There are two sub-categories:
Application Process for Manitoba Provincial Nominee Program (MPNP)
1. Create an Expression of Interest (EOI) Profile:
- EOI is an online profile where you are given ranking points based on your application.
2. Receive a Letter of Advice to Apply (LAA):
- After your EOI profile is assessed and you are ranked based on the answers you provided in the application process, you will receive an LAA.
- In this stage, you will need to submit a complete application to MPNP.
Note: You will need to submit all provincial and federal forms by email only. Physical copies of these forms will not be acceptable.
3. Submit Supporting Documents:
- Physical copies of your supporting documents are valid and you can send them by mail or in person.
- All documents, including your net worth verification report, must be submitted and your application fee must be paid within 120 days of receiving LAA.
4. Application Assessment by the MPNP Authority:
- The next step is the assessment of your application by the MPNP authority.
- If required, you will also have to appear for an interview.
5. Sign a Deposit Agreement (if approved for nomination):
- If approved for nomination, you will need to sign a Deposit Agreement.
- The deposit amount may vary from program to program.
6. Apply for Permanent Residence:
- Once nominated, you will get 180 days to apply to the Canadian government for permanent residence for you and your family.
