Suitable candidates must intend to start or acquire a business in the province and participate in managing it on an ongoing basis. Entrepreneur candidates who operate their business successfully for one year will receive a nomination to apply for permanent residence.
There are two sub-categories within the International Entrepreneur Category – Starting a New Business and Purchasing an Existing Business. Each sub-category has unique eligibility requirements. This guide outlines the general eligibility criteria for NL PNP International Entrepreneur Category.
Eligibility Requirements
Prospective entrepreneur applicants must meet the following requirements to be eligible for the EI Regional Pilot:
Age Requirements
- The candidate must be between 21 and 59 years of age.
- Entrepreneurs will also be awarded points on the International Entrepreneur Category Points Grid for their age, with applicants between 31 and 40 years of age receiving the highest points.
Work Experience (within last 5 years)
- Prospective applicants must possess a minimum of two years of experience as business owners in the last five years.
- Alternatively, the applicant can qualify if they possess senior management experience. In this case, they must have a minimum of five years of senior management experience in the last ten years.
- Candidates can get additional Entrepreneur Points if their business ownership experience exceeds the minimum amounts stated above.
Net Worth
Prospective candidates must have personal and business assets valued at $600,000 CAD or more. These assets should also be readily transferable to Canada.
Minimum Investment
- The candidate must invest a minimum of $200,000 CAD in the business in Newfoundland & Labrador.
- They must also have a minimum ownership share of 33.3%. This requirement isn’t necessary if their investment is $1 million CAD or greater.
Education
- Candidates must have completed high school and possess a diploma that is equivalent to a Canadian high school diploma at minimum.
- They will also need to complete an Educational Credential Assessment (ECA) report to demonstrate their education is on par with Canadian standards.
- Prospective entrepreneurs can get additional points on their Entrepreneur Points Grid if they have completed College or University programs.
Business Plan
Applicants must submit a comprehensive business plan along with financial documents that support this plan. These documents must be verified by an official third party before submission.
Business Ownership Amount
A business owner counts as someone who has a minimum of 25% ownership in the business and participates in its daily operations.
Job Creation
- The entrepreneur’s business must create one or more full-time positions for Canadian citizens or Canadian permanent residents living in Newfoundland & Labrador.
- This requirement is necessary only if the entrepreneur is starting a business in the province. Candidates who are purchasing an existing business are exempt from this requirement.
Exploratory Visit
Prospective entrepreneur applicants must make an exploratory visit to Newfoundland & Labrador.
Language Proficiency
- Prospective entrepreneurs must demonstrate their proficiency in English or French by scoring a minimum of CLB 5 or NCLC 5 on an official language exam.
- Such candidates can score extra points on their Entrepreneur Points Grid if their score is higher than CLB 5 or NCLC 5.
Business Requirements
- The candidate must actively manage their business from inside Newfoundland & Labrador.
- The business must meet the legal requirements for the community in which it operates.
- The business must benefit the Newfoundland & Labrador economy.
Requirements for Purchasing an Existing Business
- The business must have been continuously operated by the same owner in the five years preceding the entrepreneur’s purchase.
- The entrepreneur must conduct a comprehensive exploratory visit to the province and meet with the business’s current owner.
- The business will continue to employ existing staff under similar conditions and terms as before.
- The candidate must demonstrate they have established a fair value for their newly acquired business.
Requirements for Partnerships
- Businesses can be owned by up to ten partners under a single NL PNP International Entrepreneur Category application.
- These partners can be foreign nationals, Canadian citizens, or Canadian permanent residents.
- Each individual attempting to obtain permanent residency through this method must invest a minimum of $200,000 CAD in the business and possess a minimum ownership share of 33.3% in the company.
- Alternatively, they can invest $1 million CAD or more and bypass the ownership share percentage requirement.
Adaptability Requirements
Foreign entrepreneurs can receive additional Entrepreneur Grid points if they have:
- Relatives who reside in Newfoundland & Labrador.
- Prior work experience in Newfoundland & Labrador.
Step-by-Step Process
Prospective entrepreneurial candidates can apply for the NL PNP International Entrepreneur Category using the following steps:

Stage One
1. Research & Preparation
Candidates should first determine if they meet the eligibility requirements stated above. They should also complete their Newfoundland & Labrador exploratory visit during this stage. Applicants can then calculate how many points they are eligible for under the Entrepreneur Points Grid.
2. Registration
Next, candidates can fill out their Expression of Interest (EOI) and submit it at www.nlimmigration.ca. Applicants should ensure all the information they provide in their EOI is accurate and up to date. They will then be placed in a pool of candidates and be ranked depending on the number of points they have.
3. Application
- Successful entrepreneur candidates will then receive an Invitation to Apply (ITA) from the Office of Immigration and Multiculturalism (OIM).
- They will then have 20 days to select a Net Worth Verifier designated by OIM and notify them.
- Candidates must submit their completed application form, supporting documents, and their business establishment plan within 90 days of receiving their ITA.
- Verification Report within 180 days of receiving their ITA.
- The OIM will then review the candidate’s application.
- They will also ask the applicant to attend an interview in the province.

Stage Two
4. Application Approval
The OIM will send successful applicants a Business Performance Agreement (BPA) that details the terms and conditions for establishing and operating their business. The candidate must sign the BPA and send it back to the OIM within 15 days.
OIM will then issue the candidate their International Entrepreneur Category Approval Letter and special instructions to apply for a work permit. Applicants must apply for their work permit within 2 months of receiving their approval letter.
5. Post-Landing Process
- Candidates are expected to come to Newfoundland & Labrador with their work permit within 6 months of receiving their approval letter.
- They must then start operating their business within 6 months of their approval in the province.
- Entrepreneurs are required to meet with the OIM’s officials within 30 days of arriving and discuss their BPA terms and conditions.
- They can apply for a provincial nomination once they have fulfilled the terms and conditions in this agreement and have operated their business for one year.
- To apply for a nomination, candidates must fill out a Nomination Request Form.
- They must also submit a Review Engagement Report and a Special Purpose Report along with this form.
6. Applying for Permanent Residence
Successful candidates who receive a provincial nomination certificate can use it to apply for permanent residence with IRCC. They should also ensure they maintain their legal status in Canada and possess a valid work permit until IRCC makes a decision regarding their application.
