“What positive changes will Canada’s immigration levels plan for 2023-2025 bring?”
The Canadian Government has announced its plan to raise its annual immigration quotas to record-breaking levels over the next three years. They aim to bring in 465,000 immigrants in 2023, 485,000 in 2024, and 500,000 in 2025. This recent immigration levels plan announcement offers hope for prospective immigrants who wished for Immigration, Refugees, and Citizenship Canada (IRCC) to become more generous about selecting immigration applicants.
The Canadian Government will be increasing the number of immigrants admitted through the following programs:
Economic Immigration Program Targets 2023-2025
Canada’s Express Entry system will significantly increase the candidates it selects. The annual targets for the various Federal Economic Programs, including Federal Skilled Worker Program, Federal Skilled Trades Program and Canadian Experience Class, are as follows:
- 82,880 in 2023
- 109,020 in 2024
- 114,000 in 2025
The Canadian Government has chosen to increase the quota of applicants admitted through the Express Entry system to address labour shortages in different industries. They will also choose 25,000 applicants through the Federal Economic Public Policy programs by the end of 2023.

Start-up Visa Program and Self-Employed Visa Targets
The Start-Up Visa Program and Self-Employed Visa Program targets will also be raised between 2023 and 2025. The Canada immigration target in 2023 will be 3,500. It will increase to 5,000 in 2024 and peak at 6,000 in 2025.
The Canadian Government has chosen to increase its immigration targets in these categories to increase the number of entrepreneurs and self-employed professionals in the country. The business ventures these individuals pursue help create jobs for Canadians, which makes them desirable to have in the country.

Provincial Nominee Program (PNP) Targets
The Provincial Nominee Programs will also increase their targets over the next three years. They plan to select:
- 105,500 candidates in 2023
- 110,000 candidates in 2024
- 117,500 candidates in 2025
This move is unprecedented as the Express Entry system typically brings in the most newcomers. The shift toward bringing in more immigrants through the Provincial Nominee Program indicates that the Canadian Federal Government would like newcomers to settle in specific provinces and contribute to their economy.
Other Economic Immigration Program Targets 2023-2025
The Canada immigration target 2025 increase also impacts other economic immigration programs. The Atlantic immigration program expects to bring in 8,500 immigrants in 2023, 11,500 in 2024, and 14,500 in 2025.
This increase aims to introduce skilled immigrants to communities where immigration is typically low. The Federal Government also intends to increase the number of immigrants admitted through the Quebec Skilled Workers and Business categories. However, they have yet to announce the exact number of people they plan to admit through these programs.
Family Sponsorship Targets 2023-2025
The Canadian Government also intends to increase the number of applicants admitted to Canada under Family Sponsorship programs, including Spousal Sponsorship, PGP and Dependents Visa. The targets for Spouses, Partners, and Children will be 78,000 for 2023, 80,000 for 2024, and 82,000 for 2025.
The number of people chosen under the Parents and Grandparents sponsorship programs is also set to increase significantly, with 28,500 in 2023, 34,000 in 2024, and 36,000 in 2025.

Refugees and Protected Persons Targets
Canada will continue its trend of welcoming refugees and protected persons between 2023 and 2025. It will admit 76,305 immigrants in 2023, 76,115 in 2024, and 72,750 in 2025. Most of these refugee immigrants will come from Afghanistan, Syria, Eritrea, Iraq, and the Democratic Republic of Somalia.
Humanitarian & Compassionate and Other Targets
The Canadian Government plans to bring in many immigrants through Humanitarian & Compassionate programs. It will admit 15,985 in 2023, 13,750 in 2024, and 8,000 in 2025. This program is designed for those immigrants going out of status and would face hardship if forced to leave Canada and return to their home country.

Canada wants families reunited, so it has significantly increased its target for the Parents and Grandparents and Spousal Sponsorship and Dependents categories. Focus on French-Speaking Candidates
Quebec has historically been Canada’s primary French-speaking province. However, the recent Canada immigration levels plan also targets French-speaking immigrants who want to reside outside Quebec. This is why 4.4% of the immigrants chosen will be French-speaking.
Opportunities for New Immigrants
Applying for Canadian immigration through the Express Entry system can be challenging for people with low CRS scores. Such people find it difficult to increase their CRS score due to having limited experience and education and poor language test scores.
The recent announcement indicates that IRCC will likely reduce its CRS points requirement for people using the Express Entry system. This means candidates with low CRS scores are more likely to be chosen for permanent residence.
