On May 31, 2023, Sean Fraser, the immigration minister of Canada, unveiled the new categories for category-based selection. These categories were anticipated after a law was passed in June of the previous year, granting the immigration minister the authority to invite economic immigration candidates based on specific attributes rather than solely relying on their overall Comprehensive Ranking System (CRS) score. These attributes can include:
- French-language proficiency
- Healthcare Occupations
- Science, Technology, Engineering, and Math (STEM) occupations
- Skilled Trade occupations
- Transport occupations (including Truck Drivers)
- Agriculture and agri-food occupations
You must also meet all the eligibility requirements for one of the three economic immigration programs: the Federal Skilled Worker Program, theĀ Canadian Experience Class, or theĀ Federal Skilled Trades Program.
As per the Immigration Levels Plan 2023-2025, Canada aims to admit up to 82,880 newcomers through the Express Entry system by the end of 2023. This target is projected to increase to as high as 114,000 by the end of 2025. The implementation of category-based selection can help Canada achieve these targets while simultaneously addressing critical skills and labor shortages in the country’s workforce.
