The Entry Level/Semi-Skilled Occupations Stream of the NTNP is a pathway for foreign nationals to fill entry-level job vacancies when Canadian candidates that the territorial or national labour market cannot fill. This stream is designed for occupations under National Occupation Classification (NOC) TEER 4 or 5.

NTNP Entry Level/Semi-Skilled Occupations Stream

  • Foreign Nationals: Must have worked full-time in the same position with the employer for six months and be in good standing with the requirements of their temporary foreign work permit.
  • Language Proficiency: You must appear for the language proficiency test in English or French and score equivalent to Canadian Language Benchmark (CLB) Level 4.
  • Settlement Fund: You must demonstrate adequate settlement funds for yourself and your dependent. Possessing at least $10,000 CAD for yourself and an additional $2,000 CAD for every accompanying dependent is required. In this case, essential documents are certified bank statements or notarized letters from the bank. Your assets, like real estate, bonds, etc., will not be considered your settlement funds.

Employer Requirements

  • Must have a job vacancy and identify a potential nominee.
  • Must be a registered business, industry association, or a local, municipal, First Nation or territorial government, with an office or establishment in the Northwest Territories and operational in the Northwest Territories for at least one year.
  • Must be registered with the Workers’ Safety and Compensation Commission (WSCC) and comply with the Employment Standards Act.
  • Must provide proof of one local and one national recruitment effort and submit a summary of results consistent with the Employer Driven Program Application Guidelines or obtain a positive Labour Market Impact Assessment (LMIA).

Employer Contract Requirements

  • Must be for a permanent full-time position (minimum 30 hours per week).
  • Must be in an occupation that falls into National Occupation Code (NOC) TEER 4 or 5.
  • It must not conflict with existing collective bargaining agreements.
  • Must comply with the Employment Standards Act.
  • Must provide a comparable industry rate of pay.

Nominee Applicant Requirements

  • Must have worked in the position for at least six months before applying to the NTNP.
  • Must have the certification or accreditation for the specific trade, occupation, and NOC code employment requirements.
  • Must have the required work experience for the specific occupation as advertised and per the NOC code employment requirements.
  • If applicable, it must meet the job’s territorial certification, licensing, or registration requirements.
  • Must have proof of settlement funds.
  • Must have applied to the job via one of the required local or national advertising platforms.
  • Must meet the language requirement criteria.
  • Must not be a refugee claimant.

NTNP Entry Level/Semi-Skilled Occupations Stream

The application process for the Entry Level/Semi-Skilled Occupations Stream of the Northwest Territories Nominee Program (NTNP) is as follows:

  • Stage 1: You must submit a paper-based application to the NTNP. Generally, it would take 10 weeks to process the application.
  • Stage 2: If approved, you will be notified by the authority and issued a certificate of nomination.
  • Stage 3: You will be required to sign a MOI (Memorandum of Understanding) that mentions the terms and conditions of your nomination and your responsibilities.
  • Stage 4: You will get six months to submit your federal application for Canadian permanent residence after receiving your provincial nomination.
  • Stage 5: There is no fixed time, but it generally takes 18 months for IRCC to process your application.
