The SINP Entrepreneur Category is for foreign entrepreneurs who plan to set up or purchase a business in Saskatchewan. The province introduced this program because it benefits the economy and creates jobs for Saskatchewan residents.

You and your family can create, acquire, or partner in a business in Saskatchewan under the SINP Entrepreneur Program and be actively involved in its management while residing in Saskatchewan.

Eligibility Requirements

Prospective entrepreneurs who wish to apply through the SINP Entrepreneur Category must meet the following requirements:

Work Experience (within last 10 years)

Applicants must possess work experience totaling 3 years or more in business management or an entrepreneurial role. They must gain this experience in the last ten years.

Net Worth

Applicants must have a personal net worth and business assets valued at $500,000 CAD or more. Applicants must also show they acquired their net worth legally by having it verified by a professional third party approved by the Ministry.

Minimum Investment

Applicants must intend to invest a minimum of $300,000 CAD if their business will be in Saskatoon or Regina. This requirement is only $200,000 CAD for businesses in other parts of the province.

Business Ownership Amount

Applicants must have an ownership share of 33.3% or greater in the business. This requirement does not apply if they invest $1 million CAD or more.

Job Creation

The business must create two or more new jobs for Canadian citizens or Canadian permanent residents who are not related to the application. This requirement only applies to new businesses created in Saskatoon or Regina.

Step-by-Step Process

The application process for the SINP Entrepreneur Category is summarized below:

Stage One

1. Research & Preparation

Prospective entrepreneurs must first check if they meet the minimum requirements for the SINP Entrepreneur Category by reviewing the eligibility information mentioned above.

They can then make an exploratory visit to Saskatchewan. This visit is not mandatory, but it offers them extra points for their Expression of Interest (EOI). The visit also allows entrepreneurs to learn more about the province’s business environment and make business contacts.

2. Registration

Applicants can then assess their points using the Points Assessment Grid before completing and submitting their Expression of Interest (EOI) online. Entrepreneurs who meet the minimum eligibility requirements will be placed in the EOI pool of candidates. The SINP will then choose the applicants with the highest number of points and send them an Invitation to Submit an Application (ISA).

3. Application

  • Entrepreneurs will then have 20 days to pay the $2,500 CAD application processing fee and choose a third-party financial review service to verify the information on the application.
  • They must also submit their completed application, supporting documents, and Business Establishment Plan within ninety days of receiving the ISA.
  • Applicants must also submit their third-party verification report within one hundred and eighty days of receiving their ISA.
  • The SINP will then assess the application and ask for additional information.
  • A SINP officer may also invite the candidate for an in-person interview during this time.
  • The SINP will then provide successful applicants with a Business Performance Agreement (BPA) that describes the terms and conditions for establishing and operating their business.
  • Entrepreneurs must sign, scan, and submit this document back to the SINP within thirty days. The SINP will then issue entrepreneurs a Temporary Work Permit Support Letter.

Stage Two

4. Work Permit

Entrepreneurs can use the Temporary Work Permit Support Letter to apply for a Temporary Work Permit. This permit allows them to operate their business in the province.

Entrepreneurs can complete and submit their application for a Temporary Work Permit online with Immigration, Refugees and Citizenship, Canada (IRCC). They must bring this work permit with them when they enter the province.

5. Nomination

The Entrepreneur must enter Saskatchewan and meet with the business service provider chosen by the Ministry within 90 days. They must then operate their business according to the terms and conditions in the Business Performance Agreement for a minimum of 6 months.

Candidates can then apply for a nomination with the SINP by submitting an application and providing supporting documents. Successful entrepreneurs will receive a nomination letter along with instructions to apply for permanent residence with IRCC.

6. Permanent Residency

Entrepreneurs are encouraged to apply for permanent residence as soon as they receive their nomination letter. They must ensure they maintain their current legal status in the country and possess a valid temporary work permit until they receive a decision from IRCC.
