The SINP International Graduate Entrepreneur category is for international students that have graduated from a Saskatchewan College or University and intend to start or acquire and operate a business in the province.

International students and their families can create, acquire, or partner in a business in Saskatchewan under the SINP International Graduate Entrepreneur Category and be actively involved in its management while residing in Saskatchewan.

 

Eligibility Requirements

Prospective international graduates who wish to apply through the International Graduate Entrepreneur Category must meet the following requirements:

Age

Graduates must be over the age of 21.

Education

Applicants must possess a post-secondary degree or diploma from a program lasting two years or more at a Saskatchewan College or University. Graduates must also have resided in the province while completing their program.

Post-Graduate Work Permit

Applicants must possess a Post-Graduate Work Permit (PGWP) that is still valid for a minimum of 24 months preceding their Expression of Interest (EOI).

Business Ownership Amount

The graduate’s ownership share in the business must be 33.3% or higher. They must also be involved with the day-to-day operations of the business.

Minimum Business Revenue

Graduates must demonstrate their business is generating a minimum annual revenue. This revenue amount varies depending on the number of employees at the business.

Language Proficiency

Applicants must demonstrate their language proficiency in English or French by scoring CLB level 7 or higher on a language exam.

The application process for the SINP International Graduate Entrepreneur Category is summarized below:

Stage One

1. Research & Preparation

Graduates must first check if they meet the minimum requirements for the SINP International Graduate Entrepreneur Category by reviewing the eligibility information mentioned above.

2. Registration

  • Applicants can then assess their points using the Points Assessment Grid before completing and submitting their Expression of Interest (EOI) online.
  • The online system automatically adds up the applicant’s points and places them in the EOI pool of candidates if they meet the minimum threshold.
  • The SINP will then choose the applicants with the highest number of points and send them an Invitation to Submit an Application (ISA)

3. Application

  • Graduates will then have 30 days to submit their completed application, Business Establishment Plan, and other supporting documents.
  • The SINP will then assess the application and ask for additional information. A SINP officer may also invite the candidate for an in-person interview during this time.
  • Successful graduates will be invited for a final in-person interview in which they must present their business plan and discuss how it meets the Business Establishment Plan’s requirements.
  • The SINP will then provide successful applicants with a Business Performance Agreement (BPA) that describes the terms and conditions for establishing and operating their business.
  • Graduates must sign, scan, and submit this document back to the SINP within 20 days.
  • The SINP will then issue graduates a SINP Approval Letter.

Stage Two

4. Business Establishment

Graduates must then operate their business according to the terms and conditions in the Business Performance Agreement while residing in the province.

They must also submit a Business Establishment Progress Report 12 months after being issued their approval letter if they are still working towards meeting the BPA’s requirements.

Once the candidate fulfills their BPA’s terms and agreements and has operated their business for twelve months, they can apply for a provincial nomination.

5. Nomination

Graduates can apply for a nomination with the SINP by submitting an application and providing supporting documents online. Candidates must also ensure they maintain their legal status in Canada while their nomination request is pending.

SINP officers may visit the business’s facility or worksite during this time. Alternatively, they may invite the graduate for an in-person interview to assess if they have fulfilled the terms and conditions of their BPA.

Successful entrepreneurs will receive a nomination letter along with instructions to apply for permanent residence with IRCC.

6. Permanent Residency

Graduates are encouraged to apply for permanent residence as soon as they receive their nomination letter. They must ensure they maintain their current legal status in the country and possess a valid temporary work permit until they receive a decision from IRCC.

Graduates will also be asked to complete health and security reviews during this time. IRCC will then issue visas for successful candidates and their immediate family members.
